The Executive Board of the M.P.J.O.A. has initiated the Norman E. Westbrook Hall of Fame Award, which was presented for the first time at the annual training conference in Lake Ozark, Missouri on May 21, 1985.
This special award honors the memory of the late Norman E. Westbrook who was an active member of the M.P.J.O.A. for many years prior to his death.
This award will be presented to an individual who has made major contributions to the field of Juvenile Justice demonstrated through professional accomplishments such as legislation, training, and education, community service, juvenile programs proven over a period of years, or significant contributions to the literature of the profession.
Nominations are invited from police agencies, juvenile courts, volunteer agencies, educational institutions, and related agencies. The recipient need not be a member of the M.P.J.O.A., however, an active or associate member of the M.P.J.O.A., in good standing, must make the nomination.

The award will be presented at the annual conference.
Elected Officers and members of the Executive Board of the M.P.J.O.A., or their relatives or family members, are not eligible for this award.
The award will consist of a traveling plague that will have each new recipient's name added to it, and retained by the recipient for one year to be hung at their agency, along with a permanent personal plaque with the recipient's name engraved. Recipients will become an Honorary Lifetime Member of the M.P.J.O.A., and he or she, along with his/her spouse (guest), will be the guest of the association at the annual award ceremony.

NEW in 2007, The James J. Hartog Award
Named for long time MPJOA Director and Past-President, Jim Hartog, the Hartog Award was created to show our appreciation to supporters of the MPJOA. Jim was chosen to be the namesake of the award because he has been instrumental for many years in supporting the MPJOA as Chairman of the Ways and Means Committee. He has organized special events, raffles, 50/50s, etc., all to support the Association because he believes in our cause, the protection of Missouri's children.
